The coat of arms contains the official seal of the William Penn family. Two blue rearing horses appear on each side of the shield. The horses' harnesses symbolize the state being able to be drawn out of any difficulties. The rust color banner at the bottom bears Pennsylvania's motto, "Virtue, Liberty, and Independence." The flag was adopted in 1907.
